Talk to him like you normally do. You are likely not old enough to have a true relationship... if your parents will not let you meet with him outside of school, it is doubtful that he will be interested unless his parents have erected the same rigorous limitations. Talk to you parents about maybe driving you to a movie on the weekend. That way, if he asks you out, you can tell him "yes". And do not worry - your English is pable. Just get to know him better first, and see what happens.
