Why isnt my phone turning on?

My Huawei Ascend M860 isn't turning on, its completely charged and everything!! i press the power on and it goes to the Huawei screen, the Android screen and it turns off and goes back to the Huawei screen, everytime it does this it viberates, but it wont go to the Metro PCS screen and turn on the rest of the way! i just got this phone February 19th, i really dont want to get another phone since i will be losing all of my contacts.. what can i do???
